P0583Cruise Control Vacuum Control Circuit Low
The cruise control vacuum apply solenoid circuit is reading a lower voltage than expected, usually from a short to ground, and the module has shut the cruise system down.

- Control wire to the vacuum solenoid chafed through and shorted to ground
- Internally shorted vacuum control solenoid winding (below-spec resistance)
- Water intrusion or corrosion inside the servo connector bridging a terminal to ground
- Harness pinched at a bracket or engine mount near the servo
- Failed driver transistor in the cruise or engine control module
Common misdiagnoses
- Servo assembly replaced when a pinched harness section is the real short
- Cruise control module replaced before the harness is tested for a short to ground
- Brake switch replaced because cruise refuses to engage
- Cruise fuse repeatedly replaced without finding the underlying short
Troubleshooting steps
1.Measure solenoid winding resistance
Compare the vacuum solenoid's resistance to specification (commonly 20-60 ohms); a reading of only a few ohms indicates a shorted winding pulling the circuit low.
2.Test the control wire for a short to ground
With the servo and module disconnected, check resistance from the control wire to chassis ground; anything other than OL means the harness is shorted.
3.Inspect the harness routing
Trace the servo harness for chafe points at brackets, the battery tray, and engine movement areas where insulation commonly wears through.
4.Check the connector for contamination
Look for coolant, water, or green corrosion inside the servo connector that can create a resistive path to ground.
5.Monitor circuit voltage while commanding the solenoid
Back-probe the control circuit with a scan tool output test running; the voltage should switch cleanly instead of sitting near 0 volts.
