The Bank 1 intake manifold tuning valve control circuit is stuck at a low voltage, usually from a short to ground.

Definition

The PCM switches the Bank 1 intake manifold tuning (IMT) valve to vary intake runner tuning and monitors the control circuit voltage; P0661 sets when that circuit reads low when it should not — a short to ground in the wiring or a shorted valve winding. The valve typically defaults to one fixed position, so the driver may notice slightly reduced low-RPM torque or diminished high-RPM power, and the MIL illuminates, which will fail an emissions inspection. A hard short can also stress or damage the PCM's driver if left unrepaired.

Common causes

  • Control wire chafed against the manifold or bracket and shorted to ground
  • Internally shorted tuning valve solenoid winding
  • Water or oil intrusion in the valve connector bridging terminals to ground
  • Harness pinched during previous intake or engine service
  • Failed PCM driver holding the circuit low (rare)

Common misdiagnoses

  • Intake manifold assembly replaced when the fault is in the harness
  • Vacuum lines and check valves replaced on solenoid-vacuum systems without electrical testing
  • PCM replaced before ruling out a shorted valve winding
  • Throttle body replaced for the perceived power difference

Troubleshooting steps

  1. 1.Measure the circuit at the valve

    Backprobe the control terminal key-on and compare against the commanded state; a constant near-0-volt reading regardless of command indicates a short to ground or stuck driver.

  2. 2.Check the valve winding for a short

    Disconnect the valve and measure winding resistance against spec; a reading far below specification (a few ohms or less) indicates a shorted solenoid that can also overheat the PCM driver.

  3. 3.Isolate the harness

    With the valve and PCM disconnected, ohm the control wire to ground; continuity confirms a harness short — inspect chafe points along the manifold and engine harness.

  4. 4.Re-test with the circuit repaired

    Reconnect everything, command the valve with a scan tool, and confirm the circuit now toggles between supply voltage and ground as commanded.

  5. 5.Verify over a drive cycle

    Clear codes and drive through varied RPM ranges to confirm the code does not reset and the tuning valve position PID (where available) tracks commands.
